CMA Canada Applauds Federal Initiative to Keep Foreign Students Trained in Canada



    Skilled Student Retention a Major Boost for Canadian Productivity

    OTTAWA, Aug. 14 /CNW/ - The Certified Management Accountants of Canada
(CMA Canada) commends the Canadian Government on its proposed immigration
changes to allow foreign students trained in Canada to remain here en route to
citizenship and provide a significant boost to Canadian labour productivity.
    In its recommendations to Canada's Competition Policy Review Panel and in
pre-budget submissions this year, CMA Canada recommended that the federal
government adopt measures to retain foreign students trained in Canada through
enhancements to immigration policy to encourage gifted foreign graduates to
stay in Canada and help Canada's economy benefit from our investment in
education.
    "CMA Canada has long seen the attraction and retention of talented
foreign students as a key element of improving human capital and enhancing
Canada's productivity record," said CMA Canada President and CEO Steve Vieweg,
CMA, FCMA. "These recent graduates are at the leading edge of the innovation,
talent and intelligence needed to help grow Canadian companies, increase
productivity growth, and compete in a global economy. The Government of Canada
is to be commended for this important productivity initiative."
    Under a new avenue for immigration proposed by the federal government
called the Canada Experience Class, foreign student graduates with Canadian
work experience who meet the new requirements, would receive temporary
resident status at the time of their application and be granted permanent
residence upon approval, without having to leave Canada.
    Mr. Vieweg also noted that a number of CMA provincial partners have
introduced programs that assist immigrants in developing competencies, such as
the mastery of the English language, to successfully complete the CMA
designation. Some of these programs have been developed with agencies whose
mandate is to introduce immigrants to the Canadian work environment.
    The most recent federal budget addressed other CMA recommendations such
as establishing a scholarship program to attract top students from around the
world. The budget also stated that the government would address immigration
changes that "will enhance Canada's ability to compete with other countries to
attract and retain the best foreign students," but no specific measures were
identified.
    At the time, Richard Monk, CMA, FCMA, CFE, C.Dir , Chair of the Certified
Management Accountants of Canada (CMA Canada), said, "It doesn't make sense to
spend money training the brightest foreign students in the world, only to have
them leave Canada and contribute to the economies of other countries at our
expense."
    Such students could until now, only stay in Canada a maximum of two years
