Alberta's Best, and Worst, Elementary Schools Revealed in Ground-breaking School Grades Report: C.D. Howe Institute



    TORONTO, Sept. 19 /CNW/ - The performance of more than 1,000 elementary
schools in Alberta is graded in a study released today by the C.D. Howe
Institute. Unlike previous evaluations of the performance of Alberta schools,
the new measures adjust for the socio-economic environment of the school, such
as whether the students are drawn from better-educated, better-off families,
or the reverse. Parents, teachers and school administrators can therefore
accurately see how their school compares with those in similar socio-economic
settings around the province. In other words, the study shows which schools,
when students come from similar backgrounds, produce better achievement test
results.
    The study, "School Grades: Identifying Alberta's Best Public Schools" by
David Johnson, Professor of Economics at Wilfrid Laurier University and
Education Policy Scholar at the C.D. Howe Institute, assesses Alberta school
performance over the school years 2003/04 to 2005/06. It is the first time
that the ground-breaking school ranking methodology introduced in his 2005
book, Signposts of Success, is applied to the province of Alberta. That book
won a runner-up award for the Donner Book Prize for the best book on public
policy and was nominated for the Douglas Purvis Memorial prize for a written
work of significant achievement.
    Among the truly outstanding schools that score above the 99th percentile
in both grade 3 and 6 are Hillhurst Community School in Calgary School
District No 19, Windsor Park School in Edmonton School District No 7 and New
Horizons School, a charter school in Sherwood Park.
