PREFERRED PROPONENT SELECTED FOR THE ST. THOMAS CONSOLIDATED COURTHOUSE PROJECT

ST. THOMAS, ON, April 28 /CNW/ - The Ministry of the Attorney General and Infrastructure Ontario announced today that Integrated Team Solutions is the preferred proponent selected to design, build, finance and maintain the new St. Thomas Consolidated Courthouse. As the preferred proponent, Integrated Team Solutions is in the process of completing a final contract with the Ministry of the Attorney General and Infrastructure Ontario.

The new courthouse will be constructed on Wellington Street on the site of the historic Elgin County Courthouse, which will be incorporated into the new facility. The new building will consolidate St. Thomas's two courts: the Superior Court of Justice, temporarily located on Silver Street, and the Ontario Court of Justice, located on Curtis Street.

The new courthouse will improve access to justice for the County of Elgin by increasing the number of available courtrooms while providing better access and security, and improving health and safety standards.

Highlights of the St. Thomas Consolidated Courthouse include:

  • a new multi-storey building with space to accommodate 11 judicial hearing rooms, comprised of eight courtrooms and three conference/settlement rooms;
  • a commitment by the government to meet the Canada Green Building Council's Leadership in Energy and Environmental Design (LEED) Silver standard, incorporating environmentally sustainable construction practices and energy efficient design.
  • the existing historic Elgin County Courthouse and the former Land Registry Office will be extensively refurbished and incorporated into the new consolidated courthouse.

Once under construction, this project will help create jobs and spur economic activities across the region.

The selection of Integrated Team Solutions is the result of extensive evaluations following a request for proposals process that began in July 2010. The Integrated Team Solutions team includes:

"Our government is dedicated to building safe, strong communities and investing in this modern facility is part of that commitment," said the Honourable Bob Chiarelli, Minister of Infrastructure.

Following finalization of a contract with Integrated Team Solutions, the project is expected to reach commercial close and financial close later this spring, which will mean that relevant contracts have been signed, a financing rate has been set, the project's costs are finalized and funds have been made available.

Project costs will be announced publicly following financial close. Construction is expected to begin shortly thereafter.

Infrastructure Ontario is working with the Ministry of the Attorney General to develop the new courthouse. Infrastructure Ontario is a Crown corporation dedicated to delivering some of the province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget - and to providing the public sector and not-for-profit organizations with long-term financing to renew their infrastructure.
