PREFERRED PROPONENT SELECTED FOR SOUTH WEST DETENTION CENTRE

TORONTO, Feb. 4 /CNW/ - Infrastructure Ontario and the Ministry of Community Safety and Correctional Services today announced Forum Social Infrastructure is the preferred proponent selected to design, build, finance and maintain the South West Detention Centre.

The South West Detention Centre will be located in Windsor, Ontario. This new facility will be maximum security. It will have capacity for 315 male and female offenders and will include general population, infirmary and special purpose beds.

The request for proposals issued in March 2010 resulted in the selection of Forum Social Infrastructure as the preferred proponent. The team includes:

  • Forum Equity Partners Inc.
  • Bondfield Construction Company Limited
  • J.M.R. Electric Ltd.
  • NORR Limited
  • The Durrant Group, Inc.
  • Johnson Controls Inc.
  • Brookfield Financial
  • Lobo Consulting Services Inc.

The design and construction of the South West Detention Centre will adhere to the guidelines and sustainability principles of the Leadership in Energy and Environmental Design (LEED®) rating system, with a goal of achieving LEED® Silver certification. LEED® buildings focus on healthy indoor environments, reduced greenhouse gas emissions and efficient use of energy, water and other resources.

Infrastructure Ontario and the Ministry of Community Safety and Correctional Services continue to finalize contract details and expect to conclude negotiations with Forum Social Infrastructure in the next several months. Project costs will be announced publicly following financial close, when all relevant contracts have been signed, a financing rate set and the project's cost finalized. Construction is expected to begin in the spring/summer of 2011.

Infrastructure Ontario is working with the Ministry of Community Safety and Correctional Services to develop the facility. Infrastructure Ontario is a Crown corporation dedicated to delivering some of the province's larger and more complex infrastructure renewal projects ensuring they are built on time and on budget; as well, it is dedicated to providing the public sector and not-for-profit organizations with long-term financing to renew their infrastructure.

SOUTH WEST DETENTION CENTRE

In keeping with its commitment to community safety, the Government of Ontario is building the new, state-of-the-art South West Detention Centre. The facility will be located in Windsor, Ontario and will replace the existing Windsor Jail.

Meeting growing demands

There has been a significant increase in the number of, and length of stay for, remanded inmates in Essex County which has resulted in ongoing capacity pressures, overcrowding and operational challenges at the Windsor Jail.

The Ministry of Community Safety and Correctional Services is addressing these pressures by providing programs and a new facility designed to assist in inmate rehabilitation. Construction of the South West Detention Centre will include:

  • capacity for 315 offenders and those with special needs;
  • an infirmary providing a full array of health care services;
  • current best-practices for rehabilitation inside a maximum security environment;
  • state-of-the-art technology, safety and security standards enforced by expertly trained staff; and
  • an accessible location by public transit, county roads and provincial highway 401.

The design and construction of the South West Detention Centre will adhere to the guidelines and sustainability principles of the Leadership in Energy and Environmental Design (LEED®) rating system, with a goal of achieving LEED® Silver certification. LEED buildings focus on healthy indoor environments, reduced greenhouse gas emissions and efficient use of energy, water and other resources.

Provincial detention centres serve as the point of entry into the institutional system and hold:

  • persons on remand (awaiting trial, sentencing or other proceedings);
  • offenders sentenced to short terms (approximately 60 days or less); and
  • offenders awaiting transfer to a federal or provincial correctional facility.
