Implementation of the administrative reform - Montréal presents optimization workshops led by the new Service de la performance organisationnelle

MONTREAL, June 19, 2014 /CNW Telbec/ - As part of the Ville de Montréal administrative reform launched last December, Mayor Denis Coderre, Pierre Desrochers, Chairman of the Executive Committee and Harout Chitilian, Vice-chair of the Executive Committee, responsible for administrative reform, today presented the new Service de la performance organisationnelle (organizational performance department), as well as the first 11 workshops to improve organizational performance, which will fall under its responsibility.

"When we arrived at City Hall, we decided to introduce a sharp cultural change from a functioning city to a performing city. We aim to offer residents the best possible service at the lowest cost by managing their taxes better. With the creation of the new Service de la performance organisationnelle, the 11 optimization workshops we are presenting today and other measures we have adopted to reform the city, we are giving ourselves the means to make our metropolis one of the most performing cities in Canada," said Mayor Coderre.

"The organization will see significant changes in several areas, including the workforce, which will be reduced to control inflated payroll costs, representing half our budget. Following the appointment of the new City Manager, Alain Marcoux, we started to streamline central services with the creation of four associate city manager positions, functions that were previously decimated. This reform also entails the recent creation of a new economic development department as well as the office of the intelligent and digital city and the office of the inspector general. I would like to take this opportunity to announce that the Ville de Montréal membership in the OMBI (Ontario Municipal Benchmarking Initiative) was accepted last week by this organization. This will enable us to compare ourselves with 16 other Canadian cities using more than 100 performance indicators that measure the effectiveness and efficiency of our activities," said Pierre Desrochers.

"To achieve transformation of the municipal body, we have chosen 11 optimization workshops based on their high potential for gains as well as on our ability to manage risk adequately, our efforts to achieve goals and our capacity to obtain results over the short and medium terms. Each year, we will make public the progress of our workshops, the number of performance indicators followed, potential or achieved savings as a result of the workshops, as well as other benefits generated. In the long term, an open data bank will enable residents to learn about the city's organizational performance for all the services it provides," said Harout Chitilian.

The first 11 workshops to optimize and improve organizational performance are as follows:

  1. Harmonizing and simplifying tender documents
  2. Increasing the number and quality of capital projects completed
  3. Optimizing management of revenue and payments
  4. Simplifying the decision-making process
  5. Implementing management by activity
  6. Reducing occupational disease and work accidents
  7. Improving productivity at the Service du matériel roulant et des ateliers (rolling stock and workshops department)
  8. Improving the building acquisition and maintenance process
  9. Improving efficiency of activities related to residual materials
  10. Streamlining inventories
  11. Optimizing snow-removal activities

In association with the City Manager, Alain Marcoux, and his four associate city managers, the new organizational performance department will be responsible for launching and completing the work of these 11 optimization workshops, by closely cooperating with the employees of the central departments and 19 boroughs.

Note that the organizational performance department's mission includes three elements, which are to strengthen the presence of performance indicators and provide a benchmarking service, set up workshops to improve organizational performance and assess service levels of city activities.
