What: FCM Resolutions Plenary - resolution on Bill C-10
The resolution opposes the amendments regarding fiscal incentives
applicable to Canadian films included in bill C-10, and recommends that the
federal government amend Bill C-10 following consultations with the film
industry in order to eliminate any measure that would negatively impact on the
financing of film productions.
WHY: Bill C-10 is meant to amend the Income Tax Act and that one of these
amendments concerns tax incentives applying to Canadian films that were
officially recognized as being of Canadian content. The amendments proposed
provide the Minister of Heritage Canada with the discretionary power to
withdraw, once the film is completed, the tax credits already agreed upon for
the film. the major production centres of this industry in Canada are
Vancouver, Toronto, Montréal and Halifax and they would be affected by such a
measure.
Who: Toronto Mayor Miller, Vancouver Mayor Sullivan , Montreal Councillor
Claude Dauphin (for Mayor Tremblay) and Halifax Mayor Kelly will be appearing
before the Senate on this issue next week.
